'Higher', 'post-secondary', 'tertiary', or 'third level education' refers to the
stage of learning that occurs at universities, academies, colleges, seminaries,
and institutes of technology. Higher education also includes certain collegiate-
level institutions, such as vocational schools, trade schools, and career
colleges, that award academic degrees or professional certifications.
The right of access to higher education is mentioned in a number of
international human rights instruments. The UN International Covenant on
Economic, Social and Cultural Rights of 1966 declares, in Article 13, that
"higher education shall be made equally accessible to all, on the basis of
capacity, by every appropriate means, and in particular by the progressive
introduction of free education". In Europe, Article 2 of the First Protocol to
the European Convention on Human Rights, adopted in 1950, obligates all
signatory parties to guarantee the right to education.

Open Question: Is 26 too old to start your life over?
I turned 26 last month and for the past four years I've been working in the school system as a teacher assistant working with kids with autism. I didn't finish college when I was 22 back in 2008 and my parents were paying my tuition. My major back then was Mass Communications. Since I didn't finish in '08 I moved back home with my parents and worked full time in the school system. Over the past few months I've decided to go back to school and study Hospitality Management, my original major that I wanted to major in after I graduated from high school in 2004. My boyfriend is behind me all the way and so are my parents. I feel like I'm behind when it comes to my career and education since a lot of ppl I know even people younger than me have their B.A's already and I don't. My boyfriend is working on his masters and has a full time job. I just don't want him to get the feeling that I'm not as smart as he is and don't want him to leave me even though he says he's not going anywhere. Is 26 too old to be trying to go back to school. I'll be done in a year and a half. Thank God! My classes start tomorrow. P.S we have no kids.
Open Question: Can you hold two teaching licenses in different grade levels?
I'm working towards a Bachelor's degree in AYA Integrated Language Arts Education (i.e. high school English). If I were to get a Master of Teaching (birth to five years), would I be able to hold two teaching licenses for these separate age groups? In Ohio at least, it is required that you get a Master's degree within 5 years of obtaining a license, so I have to get a Master's regardless.

Open Question: Messed up first two years of college. Transferring to a community college and then to a 4 year school.?
So basically, I attended a university where my cumulative GPA was a 1.915 by the end of my sophmore year. I'm looking to study business and no program would admit me with this GPA because the minimum requirement is 2.3 in all the universities in my state. So what I decided to do is transfer to a community college for about a year or so and get my grades up. Also, I will receive credit for courses which I earned grades of C or higher to be included in my transcript but it won't be calculated in my cumulative GPA. Is this a good idea and is it allowed? Because I really want to study Accounting as a major and get a degree like that especially in this economy where education is very important. Any assistance is appreciated. Thanks.
